According to Fanatik, the Turkish club are prepared to commit a significant budget to the Arsenal forward and are considered to be in a strong position compared to other interested sides.
Jesus has emerged as an alternative while Beşiktaş continue to wait for developments regarding Dusan Vlahovic.
Arsenal Want Around €20m
Arsenal are reportedly asking for around €20 million to sell Gabriel Jesus.
With only one year remaining on his contract, the Premier League club do not want to risk losing him for free and would prefer a permanent transfer.
Arsenal are also said to be reluctant to consider a loan, making a full transfer the more likely route if negotiations progress.
Trossard Deal Could Help Beşiktaş
Beşiktaş and Arsenal established close relations during the Leandro Trossard transfer.
That existing relationship is now seen as a possible advantage in talks for Jesus.
The two clubs are expected to use those contacts again if Beşiktaş decide to push ahead with the deal.

The report also states that Beşiktaş have moved away from Darwin Nunez, who had previously been on their shortlist.
Gabriel Jesus struggled for regular starts last season after spending significant time out injured and facing strong competition for places at Arsenal.
